Academic Adalberto Santos de Vasconcelos is the son of Adão Pereira de Vasconcelos and Bernarda d'Abadia dos Santos, and father of Rafael Andrade de Vasconcelos and Raíssa Andrade de Vasconcelos. Adalberto is one of Brazil's leading experts in the regulation and concession of public services and public-private partnerships. He headed the Federal Court of Accounts (TCU) Secretariat that oversees such partnerships for over 15 years, reaching the position of General Coordinator of Infrastructure at TCU. He led the Investment Partnership Program of the Presidency of the Republic (PPI) from July 2016 to July 2019 — experiences that make him the only professional to have held top-level positions in both oversight and management. He is currently CEO of ASV Infra Partners – Infrastructure Consulting. He has presented investment opportunities in Brazil's infrastructure in the United States, China, Russia, Germany, Spain, Hong Kong, Portugal, Norway, and other countries. He holds a Bachelor's in Mechanical Engineering from UnB, a postgraduate degree in External Control from ISC/TCU, and a specialization in Public Service Regulation from FGV. He is a professor, speaker, panelist, and presenter on infrastructure at various forums and regularly publishes articles on infrastructure-related topics.
