Academic André Mendonça Caminha, of Northeastern origin, son of José Marnio Dias Caminha and Aldecila de Mendonça Caminha, born on July 11, 1958, in Recife, PE, is the father of 3 children — Michael Castillo Caminha, André Mendonça Caminha Júnior, and Kevin Castillo Caminha — and the partner of Nilce Pereira de Aquino. In 1977, he enrolled at the School of Aeronautics Specialists (EEAER), completing the course as Meteorological Observer Craftsman. In 1988, he began his activities at the Integrated Center for Air Defense and Air Traffic Control (CINDACTA I) in Brasília/DF, from which he retired in 2005. He holds a Law degree from the Centro de Ensino Unificado de Brasília (CEUB), successfully completing the Law program in August 1985, where he also pursued a lato sensu postgraduate specialization in Tax Law beginning in 1986. He additionally completed a lato sensu postgraduate specialization in Civil Procedural Law at the Associação de Ensino Unificado do Distrito Federal (UDF) in 1987. He attended various seminars at the Tancredo Neves Institute of the Federal Senate. In 1988, at CINDACTA I in Brasília, he began his professional career as a Meteorological Observer, culminating his career as a Coordinator. As an attorney duly registered with the Brazilian Bar Association of the Federal District (OAB/DF), under registration OAB/DF No. 23,340, he has worked and continues to work as a legal consultant for numerous individuals and legal entities, both in judicial and extrajudicial matters throughout Brazil. He is currently the founding majority partner of Caminha – Sociedade de Advogados, headquartered in Brasília, DF. He is a collaborator with the Brasília Inclusiva e Direitos Sociais Association (ABIDS/ADB) in Ceilândia Sul, DF, and with the Associação de Assistência ao Tratamento para Pessoas com Câncer (ASTROPEC) in Taguatinga, DF. He was awarded the Bronze Military Medal with Bronze Clasp and the Silver Military Medal with Silver Clasp, in recognition of his outstanding military service to the Ministry of Aeronautics. He was granted the Commendation and Diploma of Historical and Cultural Merit; the Medal and Commendation of Pero Vaz de Caminha; and the Grand Collar and Diploma Veritas et Justitia, all conferred by the Brazilian Academy of Sciences, Arts, History and Literature (ABRASCI), of which he is also an Academic Member of the College of Legal Sciences (Chair 209). He was granted the title of Doctor Honoris Causa by the Council of Universidade Saberes, Corporativa e de Educação da Capital (UNISCECAP) (Ministry of Education – Accreditation No. 3,421 of March 22, 2025).
