Academic Bernardo Felipe Estellita Lins, born in Rio de Janeiro in 1957, is a civil engineer, holding a Master's and Doctorate in Economics from the University of Brasília.
He worked as an IT professional for ten years beginning in 1978, with a notable tenure at Cobra Computadores, a Brazilian company that manufactured data processing equipment.
From 1988 to 1994, he served as an analyst at the Ministry of Science and Technology, in the Secretariat of Information Technology and Automation Policy. He participated in the Brazilian Quality and Productivity Program (PBQP) and served on multiple occasions as an examiner for quality awards.
From 1994 onward, he worked as a Legislative Consultant at the Chamber of Deputies until his retirement, covering the areas of science and technology, telecommunications, information technology, and the mineral sector.
He currently collaborates on historical studies, focused on the period of independence and the empire.
He is an academic member of the Brazilian Academy of Quality and of the Historical and Geographical Institute of the Federal District.
