Academic Candido Jorge do Amaral participated in the government team of the Ministry of Finance (under Minister Pedro Malan) through the Inter-American Development Bank (IDB), working on the study, design, and implementation of the National Program for Administrative and Fiscal Management Support of Brazilian Municipalities (PNAFM), linked to the Avança Brasil Program. He created the LSTI in Brasília, the IDB/Ministry of Finance Information Technology Solutions Laboratory. He developed technical specifications and evaluation methodologies for public management systems aimed at administrative and tax modernization, with the goal of fiscal and tax justice. He developed projects for the technological modernization of Brazilian municipal governments, identifying not only systems solutions but also financing resources for their implementation, with long-term financing and subsidized interest rates, raising funds through national and international development financial agencies such as the IDB, BNDES, and the World Bank.
He served as a consultant on international United Nations projects for the development and implementation of systems and networks in various countries; he distinguished himself in the multimodal transport sector for the United Nations/IDB and the World Bank on projects in Africa, the United States, and Brazil, creating specific user communities through EDI/EDIFACT communication standards.
He implemented port projects on the African continent for the UN/UNCTAD – ACIS Project (Advanced Cargo Information System).
He has extensive experience in national and international negotiations/missions at the senior leadership level of companies and organizations, such as the UN, IDB, World Bank, and the Ministry of Finance.
