Academic Manuelita Hermes Rosa Oliveira Filha, a native of Salvador, Bahia, is a Federal Attorney and graduated in Law from the Federal University of Bahia. With international experience, she completed an exchange program in Madrid and holds a Master's and Doctorate in Law from Università di Roma Tor Vergata, with research at the Max Planck Institute and the Sorbonne, where she completed her thesis with distinction. She served as an advisor at the Federal Supreme Court (STF) and currently serves as General Coordinator of International and Judicial Affairs at the Ministry of Human Rights. She is a faculty member at IDP and UnB, a representative at the AGU (Office of the Attorney General), and a member of international associations of constitutional and public law.
