Academic Paulo Cesar Dias de Lima is an officer of the Brazilian Navy, with a solid academic background in Naval Sciences, Hydrography, Oceanography, Politics, and Strategy, including a Doctorate from France and a post-doctorate from the Higher War School. He built a distinguished career in oceanic sciences, holding strategic positions such as Director of Hydrography and Navigation, Director of the Navy's Hydrography Center, and Secretary of Science, Technology, and Innovation of the Navy. He also worked in the civilian sphere as a professor, Brazil's representative at international organizations, and a leader of entities related to hydrography, marine meteorology, and the blue economy. He is a lecturer and reference on topics such as the Blue Amazon, the Brazilian Antarctic Program, and the continental shelf. Holder of numerous military and civilian decorations, as well as honorary citizenship titles, his career is marked by public service, scientific excellence, and institutional leadership.
